# Who Decided Europe Needed Replacing?

EU Commissioner Johansson said Europe needs 1 million legal migrants per year for demographic reasons. She said the quiet part out loud.

On January 8, 2024, EU Home Affairs Commissioner Ylva Johansson said publicly, on an official visit: "For demographic reasons, the population of working age in the European Union will decrease by 1 million per year... That means that legal migration should grow by more or less 1 million per year."

This was not a fringe position. It was stated by the EU official directly responsible for immigration policy. She was not proposing a debate. She was announcing a conclusion.

The UN had already used the term [replacement migration](https://www.un.org/development/desa/pd/sites/www.un.org.development.desa.pd/files/unpd-egm_200010_un_2001_replacementmigration.pdf) in 2001 for exactly this logic: use immigration to replace the demographic shortfall of declining native populations. That framing has been dismissed as a conspiracy theory for two decades. The Commissioner just said it on camera.

The statement raises three questions nobody in Brussels is answering:

- Who decided that mass immigration is the correct response to below-replacement fertility, rather than policies that support native birth rates?
- Who benefits from this kind of policy?
- Who authorized an unelected commissioner to announce demographic targets for 450 million people?

The argument then was about Libya and the misallocation of guilt for a crisis caused by Western intervention. The argument now is simpler: the policy framework for replacing European populations is being built openly, and the native populations of Europe are being forced to accept this nonsense.

Believing that native Europeans have a right to exist as a demographic majority in their own countries is not a radical position. It is the baseline assumption of every sovereignty argument ever made. The Commissioner's statement does not change what is happening. It just removes the pretense that it was not planned.
